While these are clearly important components of the conversation, focusing on just one facet of the problem often misses the bigger picture and the multi-layered nature of the problem. Would the insulation of buildings really be enough to transform these microrayons from ‘sleeping districts’ into active, multifunctional residential areas where people want to spend time? What kind of microrayons do we want to see in the future, both in the context of the city and in the context of the very districts and their courtyards?”
